Giovanni Bianchi

President

Giovanni Bianchi graduated with honors in Economics and Commerce. He has been a member of the Order of Chartered Accountants since 1977 and has been registered in the Register of Auditors since its inception. Alongside his work as a consultant to the Court of Milan and in tax consulting, he has held and continues to hold administrative and oversight roles in both companies and non-profit organizations on behalf of private individuals and Territorial Public Entities.
He has paid particular attention to the evolution of civil and tax regulations relating to the healthcare, cultural, and higher education sectors. He has contributed publications and input at administrative and legislative levels, both regionally and nationally, and within the EU. Among his works, Hidden VAT: A Case of Technological Fiscal Drag? Why Europe Escapes from a "Benefit" written with Lucio Fumagalli, examines the legal, economic, and distortive impacts of VAT on the healthcare sector compared to other public interest exemptions. An independent member since 1997 of GGI Geneva Group International —a leading organization in legal, tax consulting, management, and auditing— Bianchi has been operating with Comma 10 since 2010. In 2023, to advance studies and proposals initiated through conferences, including international ones organized with the Luigi Sturzo Institute, he promoted the establishment of CONEFI.
Lorenzo Terranova

Lorenzo Terranova

From his university days, Lorenzo Terranova has focused on healthcare-related topics. His cross-disciplinary path in the health sector has led him to research and managerial roles in institutional and interest organizations. He began as an official at the General Accounting Office of the Ministry of the Treasury (1990), addressing issues related to the major reforms of 1992-93. Subsequently, he was the economic-health manager at Farmindustria (1996-2006). In 2007, aiming to revitalize FIASO, he was appointed director. A few years later (2013), he launched and developed consultancy activities in Norway with 4 Health Innovation Norge. Upon returning to Italy, he directed the Study Center of Federsanità Anci. Since 2017, he has been the Director of Institutional Relations at Confindustria Medical Devices (formerly Assobiomedica). In 2023, he became Director of Sectoral Associations and New Markets at Confindustria Medical Devices. In both Federsanità-ANCI and Confindustria Medical Devices, he has delved into fiscal issues, such as hidden VAT — a topic little known within public healthcare.

Pasquale Della Corte

Pasquale Della Corte is a Chartered Accountant and Legal Auditor. He specializes in corporate and tax law, mainly operating in the real estate sector, as well as in non-profit organizations, ecclesiastical entities recognized under civil law, and Third Sector entities. These entities often engage in philanthropic activities, scientific research support, cultural, socio-assistance, and educational initiatives.
Della Corte is a member of the Third Sector and Non-Profit Commission of the Order of Chartered Accountants and Accounting Experts of Rome. He also serves on the Board of Auditors for various cooperative companies, non-profit entities, and Third Sector organizations. Additionally, he is on the Board of Auditors for a public non-economic entity and has authored numerous publications on tax law concerning non-profit and Third Sector entities.
Lorenzo Terranova

Elisabetta Biondi

Graduated with honors in Law from the University of Rome Tor Vergata and qualified as a legal professional, she has been working as a public official since 2006.
Her work primarily focuses on international relations, with particular attention to European and international taxation, legal affairs, the European Single Market, and competition law, with a specific emphasis on State aid.
She is the author of numerous publications on criminal law and tax law.
Fabio Angelini

Fabio G. Angelini

Board Member

Fabio G. Angelini is an Associate Professor of Administrative and Public Law at UniNettuno University in Rome and a barrister eligible to practice before the Supreme Court. His professional work focuses on administrative law, economic regulation, and public finance, primarily in infrastructure, energy, and public services, with particular emphasis on healthcare and social care services.
He serves on the Board of Directors of NMS Group S.p.A. on behalf of the Regional Foundation for Biomedical Research (Lombardy Region) and the Board of Directors of the Policlinico Universitario Campus Bio-Medico Foundation in Rome. He has authored numerous publications on administrative and public law and serves on several scientific and editorial committees for academic journals, having written two monographs.
Riccardo Ribera D'Alcalà

Riccardo Ribera d’Alcalá

Graduating with honors in Law from the Federico II University of Naples, Riccardo Ribera d’Alcalá specialized in International Relations and European Law. After administrative internships at the European Commission and the Council of Europe and an initial period as a researcher at the International Relations Analysis Center in Florence, he joined the European Commission in the early 1980s, then the European Parliament. There, he held various roles, including parliamentary adviser, member and head of the cabinet of three European Parliament Presidents, Director of Legislative Coordination, and, from 2009 to December 2022, Director General for Internal Policies of the Union. This Directorate-General coordinates the work of parliamentary committees, permanent and special, with legislative, institutional, and budgetary competences, and their research departments.
He has been a speaker at various university seminars and training courses (European University Institute, University of Padua, Catholic University of the Sacred Heart Milan, EUCA Summer School Cambridge, University of Bergamo, University of Valladolid, Consejo Argentino para las relaciones internacionales, and others).
